Often in videos one sees a blur effect with a trail on characters while rest of the frame seems to be uneffected. How is this done ?

Hey there.
Well one could go about this a few different ways. One could simply add the ghost filter in Adobe Premier but it would blur the who frame. If one just wanted to see ones main character bluring and ghosting in the frame while the background remains sharp. One would need to get ready for some major rotoscoping or one vould just shoot ones actor in front of a blue screen then when comping later apply the filters to the character layer and leave the background normal.
Did that make any sense? Me thinks not.

Despin's right. You need to use some serious compositing software. I think After Effects has a motion tracking plug-in that would help with this. Alternatively, you could put yourself in rotoscoping **** and create a matte to apply the blur filter to. If you're just talking about a couple seconds, that's not too bad. If you're talking about a feature length flick, buy AE plug-in.
